Empowering cities with digital tools: roadmaps for accelerating climate resilience and risk-informed planning

UrbanAIR invites you to join the workshop Empowering cities with digital tools: roadmaps for accelerating climate resilience and risk-informed planning.
The workshop is part of the 13th European Urban Resilience Forum (EURESFO), which will be held on 17-19 June 2026 in Guimarães, Portugal.
About the workshop
The rapid and impressive technological evolution is placing digital tools at the centre of urban management and decision-making processes, reshaping how cities are planned and managed. In particular, urban digital twins and advanced climate services are increasingly seen as an opportunity to support local decision-makers by generating a digital replica of urban environments, which allows for visualising and analysing data collected, building scenarios with desired transformations and optimising city management. This approach seems very promising in dealing with climate hazards and extreme weather events, such as extreme heat or poor air quality.
However, cities and local authorities still struggle to integrate these tools into existing planning processes, often depending entirely on the support of external technical partners and providers. This integration can be challenging not only due to the intrinsic complexity of these tools but also given institutional barriers and recurring issues with digital data compliance and building city data infrastructure. Besides discussion focusing on technical specifications and user requirements to learn how to use and interpret these digital tools, cities should also focus on the long-term adoption and maintenance of these digital tools and services. In this perspective, defining credible roadmaps can help local administrations in shaping clear pathways for uptake and integration into local decision-making processes.
The session at EURESFO is designed to bring together different municipalities and local authorities and work together on actionable roadmaps for the adoption and long-term integration of digital twin tools. The session is complemented by technical partners showcasing practical applications and helping city representatives. The session follows a workshop format with short presentations and breakout group discussions.
The workshop is organised by Resilient Cities Network, the EU Covenant of Mayors, and ICLEI. Several EU-funded projects and initiatives will be showcased, including UrbanAIR.

About EURESFO
Since its first edition in 2013, EURESFO has served as a pivotal European event in the field of resilience. Organized by ICLEI and the European Environment Agency, EURESFO brings together city representatives, experts, and stakeholders from local and regional institutions to discuss strategies, initiatives, and actions related to climate change adaptation, disaster management, and the cultivation of urban resilience. This year’s edition will focus on integrated approaches to climate resilience beyond adaptation, and is co-organised with the city of Guimarães, European Green Capital for 2026.
